It cannot be settled law that states have the right to encroach on a parents choice to permit a child to be out at a particular time of day. No matter how narrowly tailored the law is, this paper shows that the courts have not juxtaposed their earlier decisions to ensure that the constitutionality of such law would be proper in light of the meaning of citizenship.
